Minimum competency levels

All local governments have until January 2013 to comply with instructions by the central government to put into practice regulations with regard to minimum competency levels for municipal employees. These regulations are described as “crucial for the successful implementation of the Local Government Turn-around Strategy” to improve service delivery.

The Kouga Municipality has resolved to integrate the policy with their human resource practices, particularly with regard to the advertisement of posts, retention policies, training, and performance management. This clearly spells out their intention to appoint suitably qualified personnel in future.

The JBRPA welcomes these developments and hopes that it will lead to improved service delivery in our town. The present practice of deploying political cadres is simply not working.
